Plus Ça Change ...

From the Key West Citizen's "This Day in History" feature:

A new "get tough" policy to cut down the number of variances granted in zoning and building was mapped out by the Key West Planning Commission.

So, how has that worked out?

Well, under the "regime ancien" they tried to change things so that a variance could be granted in a "civilized manner," i.e. behind closed doors in the City Manager's office. When that didn't work they came up with another plan, simply issue what they called a "staff variance." (Of course there was no such thing.)

And some people think that they don't bear watching....
